Binghamton police are investigating how 25 year-old Katie Chappell died... Owego police have arrested 22 year-old Patrick Hayward of Erie Street... There's another budding artist in Greater Binghamton. Her name is Brandie Ward.

Endicott Interconnect will be working to develop state of the art micro-electronic chips for the U-S military to try to try prevent enemies from tampering with weapons. The idea is the military could use the chips to make sure that unmanned ground and air vehicles, artillery shells and other equipment hasn't been sabotaged by foreign nations or terrorist groups. The chips could also be used to protect other electronics including laptops and black berries. Congressman Maurice Hinchey secured 6 million dollars in the house for the project. And, he expects the senate to approve the same measure. Jay McNamara says, Every piece of electronics that is developed has an electronic signature. We're able to detect what that signature is so if someone tries to put something in that connection or software, something that changes that electronic signature we're able to detect it immediately and alert the user. Hinchey says, A lot of this technology has gone outside our country. A lot of the manufacturing of this technology has gone outside the U-S. This is something we have to now and are taking a more close look at. 7 new research jobs will be created. About 80 jobs will be secured from the work. Binghamton police are investigating how 25 year-old Katie Chappell died. Her death is being treated as suspicious. She was found dead in an apartment in a two family house at 17 Kneeland Ave on Thursday. An autopsy was inconclusive. Police are still waiting for some test results. Owego police have arrested 22 year-old Patrick Hayward of Erie Street. They say he assaulted a 31 year-old mentally challenged man. Police say he shot him with a BB gun, hit him with a golf club, and then sexually abused him. The victim will be alright. Hayward is in the Tioga County Jail. There's another budding artist in Greater Binghamton. Her name is Brandie Ward. She's 12 years-old and goes to Binghamton's West Middle School. And, her work is on display at the Broome County Public Library in Binghamton through August. Some of her work includes a cat that she helped save and a former pet bird. Brandie says, It makes me feel good that she likes it and it makes me feel good that they're proud of me of what I'm doing. The reason why I started art is because it just came to me and I've been doing it for most all of my life. Brandie also uses recycled materials in her works. She says she wants to do her part to help preserve that planet.
