A Lee County, Iowa, judge has ordered Matrix Metals LLC to pay a civil penalty for violating air pollution standards at its steel casting manufacturing facility in Keokuk.

In addition to the $220,000 fine, Judge William L. Dowell on Wednesday issued a consent decree prohibiting any future violations by Matrix Metals. The ruling resolves a lawsuit filed by the state on Monday.

The lawsuit alleged Matrix Metals allowed excess emissions of particulate matter at the facility, failed to properly conduct "stack testing," and failed to comply with planning and record-keeping requirements for an iron and steel foundry.

According to Attorney General Tom Miller, officials now believe Matrix Metals is in compliance with environmental regulations.

Matrix Metals paid a $15,000 penalty in 2004 for violations similar to those addressed Wednesday.
