RIYADH, Saudi Arabia — The city was decked in green to celebrate the kingdom’s National Day. The old fortress in the capital’s Al Dirah neighborhood was lit up with the color, and cars with enormous green Saudi flags honked their horns and revved their engines as children stood up through sunroofs and waved.
